Resumen
The objective of this research is to analyze the limitations of integration between the
public and private sectors and the local community in relation to sustainable
development through tourism in the parish of Baños, canton Cuenca, province of
Azuay. The methodology has a qualitative approach; therefore, a bibliographic search
was carried out, also field visits and semi-structured interviews applied to
representatives of the public and private sectors and the local community of the parish.
The analysis of the information collected was imported into Atlas.ti version 8 software.
The Arnstein citizen participation ladder was also used to determine the level of
intervention of the community in plans and projects that affect their wellbeing. The
results show that there is no integration due to: aversion based on the capital of the
spas owners, poorly focused associativity, lack of intervention on the part of the public
and private sectors, among others. In spite of the above, there are common objectives
through which the benefit of all sectors is sought. Likewise, it could be established that
the community has an apparent participation with respect to plans and projects of the
parish. In conclusion, in the study territory there is an absence of projects that involve
the inhabitants in the tourist area, based on this result it is essential to establish
strategies to improve the quality of life of the inhabitants through sustainable tourism
development.
