Resumen
La accesibilidad en espacios urbanos y arquitectónicos de uso público para las personas con discapacidad o movilidad reducida se encuentra limitada, lo que impide la inclusión integral de este grupo de individuos en la sociedad. La falta de concientización por parte de la sociedad y autoridades ha provocado un escaso control e incumplimiento de las leyes; generando espacios inaccesibles para toda la diversidad humana. Esta investigación se centra en el estudio y diagnóstico situacional de la accesibilidad de los equipamientos urbanos de la ciudad de Manta, tomando una edificación pública como muestra para analizar la concepción funcional de todos los elementos que lo conforman. El estudio propone que mediante análisis y síntesis se identifiquen las normativas, regulaciones, condicionantes, criterios y fundamentos de diseño universal o accesible para personas con discapacidad; con la finalidad de emplear el método comparativo y de abstracción – concreción que permita desarrollar un instrumento de evaluación integral, para el análisis de los equipamientos urbanos y así definir sus problemas de accesibilidad, garantizando un óptimo diagnóstico de edificaciones construidas y en proceso de aprobación, de forma gráfica, a fin de lograr la universalidad en su interpretación y comprensión.

ABSTRACT
The accessibility in urban and architectural spaces for public use for people with disabilities or reduced mobility is limited, which prevents the comprehensive inclusion of this group of individuals in society. The lack of awareness on the part of society and authorities has caused little control and non-compliance with the laws; generating inaccessible spaces for all human diversity. This research focuses on the study and situational diagnosis of the accessibility of urban facilities in the city of Manta, taking a public building as a sample to analyze the functional conception of all the elements that comprise it. The study proposes that by means of analysis and synthesis, the norms, regulations, conditions, criteria and fundamentals of universal or accessible design for people with disabilities are identified; In order to use the comparative and abstraction method - concretion that allows the development of a comprehensive evaluation instrument for the analysis of urban facilities and thus define their accessibility problems, guaranteeing an optimal diagnosis of buildings built and in the approval process, graphically, in order to achieve universality in its interpretation and understanding.
