suma importancia poder combatirla mediante un proceso de investigación eficiente;
considerando además que, el sentimiento de impunidad se ha generalizado en la población;
This research is about the functioning of the Automated Biometric Identification System in
the process of identification of the perpetrator of theft, when exists usable fingerprints.
Considering that, the result of that process is the most important element in order to keep on
with the criminal investigation.
Now, it´s a reality that Peru has a high crime rate, being of utmost importance to combat it
through an efficient investigation process. Considering that, the feeling of impunity has
become widespread in the population, since they assume that it is not worth reporting when
they are victims of crime, because they believe they will not get justice; but on the contrary,
they will lose time and money.
In that sense, we have set as a general objective: to determine whether the Police AFIS
System fulfills the function of identifying the perpetrators of the crime of theft in the Third
Investigation Office of the Second Corporate Provincial Criminal Prosecutor's Office of
Cusco between the years 2016-2018.
Thus, we have used investigative techniques and instruments applied to the prosecutorial
staff and to the prosecutorial folders. Likewise, information (procedures, statistics, and data)
has been obtained from institutions such as the Public Prosecutor's Office, INEI and from
the different departments of the Ministry of the Interior.
Finally, it has been concluded that the Police Fingerprint Identification System - AFIS does
not fulfill the function of identifying the perpetrator of the crime of theft in the office and
period of time in question. For this reason, we explain the importance and necessity of having
an updated and sufficient fingerprint database.
