This article reconstructs the experience of the high colonial bureaucracy, at the juncture that led to the declaration of political independence of the Kingdom of Guatemala, at the beginning of the third decade of the 19th century, based on the testimony of one of its members, José Martínez. de la Pedrera, General Advisor of the Kingdom of Guatemala. In other words, this testimony, along with other royal officials and documents of the time, would help us understand the moment and circumstances in which said statement was made, from the perspective of life history. In this case, from a high-level Spanish official. The article is divided into four parts. In the first place, a brief history of the main document on which it is based is made, that is, the congratulations that the advisor sent to Agustín de Iturbide, for his proclamation as emperor of Mexico, as well as some initial considerations about the document itself. Then, some ideas are proposed to study the Hispanic American officials, who held high positions, emphasizing that they developed in the extensive space of the empire and in a time of great fluidity. Then some biographical features of Martínez de la Pedrera are pointed out, to highlight the experiences and reasons that, probably, were in the background of his gaze on those years. In the last part, the central elements of his testimony are analyzed, ending with some final reflections.En este artículo se reconstruye la experiencia de la alta burocracia colonial, en la coyuntura que llevó a la declaración de independencia política del Reino de Guatemala, al comenzar la tercera década del siglo XIX, a base del testimonio de uno de sus miembros, José Martínez de la Pedrera, Asesor General del Reino de Guatemala. Es decir, este testimonio, junto a otros de funcionarios reales y documentos de la época, nos ayudaría a comprender el momento y las circunstancias en que se produjo dicha declaración, desde la perspectiva de la historia de vida. En este caso, de un funcionario español de alto nivel. El articulo está dividido en cuatro partes. En primer lugar, se hace una breve historia del documento principal en que se sustenta, es decir, la felicitación que el asesor envió a Agustín de Iturbide, por su proclamación como emperador de México, además de algunas consideraciones iniciales sobre el propio documento. En seguida, se proponen algunas ideas para estudiar a los funcionarios hispanoamericanos, que desempeñaban altos cargos, subrayando que se desenvolvían en el dilatado espacio del imperio y en una época de gran fluidez. Luego se apuntan algunos rasgos biográficos de Martínez de la Pedrera, para resaltar las experiencias y motivos que, probablemente, estaban en el fondo de su mirada sobre aquellos años. En la última parte, se analizan los elementos centrales de su testimonio, para terminar con algunas reflexiones finales.
