La extensión de derechos políticos hacia personas emigrantes ha incluido su derecho a la participación y representación política. Este trabajo analiza las justificaciones que dieron lugar a la legislación de la figura del Diputado Migrante en el Congreso de la Ciudad de México, única por ser electa por personas emigrantes originarias de esta entidad y por tratarse de un tipo de representación novedoso a nivel subnacional en el país. El estudio de este caso único mexicano a nivel subnacional parte de un análisis de los principales frames o encuadres utilizados como argumentos para justificar posiciones en los debates legislativos. Asimismo, mediante entrevistas a actores clave externos al Congreso, busco conocer la participación e influencia de estas personas en la configuración y adopción de dicha forma de representación. Los resultados muestran que la discusión sobre la figura de DM incluyó encuadres utilitaristas contra otros que pugnaban por los derechos político-electorales de las personas emigrantes entendidos como derechos humanos. Asimismo, resalto que, en última instancia, la adopción de la figura se decidió por la vía judicial en el Tribunal Electoral como un camino alterno a las discusiones en el Congreso.The extension of political rights to emigrants has included their right to political participation and representation. This paper analyzes the justifications that gave rise to the Migrant Member of Parliament (DM, for its Spanish acronym) in the Congress of Mexico City, unique in that it is elected by emigrants from this state and because it is a new type of representation at the subnational level in Mexico. The study of this unique Mexican case at the subnational level is based on an analysis of the main frames used as arguments to justify positions in legislative debates. Likewise, through interviews with key actors external to Congress, I seek to understand the participation and influence of these people in the configuration and adoption of that specific form of representation. The results show that the discussion about the DM included utilitarian frames against others that fought for the political-electoral rights of emigrants understood as human rights. Furthermore, I emphasize that, ultimately, the adoption of the DM was decided by judicial means in the Electoral Court as an alternative path to the discussions in Congress.
