El derecho a la ciudad en la Ciudad de México. De la Carta a la Constitución: 2007-2017

Abstract

En 2022 se cumplen 7 años de la inclusión del derecho a la ciudad en la Constitución de la Ciudad de México de la que sus habitantes esperaban fuera un instrumento que se colocara del lado de los sectores populares para promover el ejercicio de derechos y la construcción de una ciudadanía democrática, logrando mayor igualdad y justicia social. De igual manera, a casi 12 años de la firma de la Carta de la Ciudad de México por el Derecho a la Ciudad sigue siendo válida como instrumento incentivador de la acción colectiva; para el conocimiento y ejercicio de los derechos; y la construcción de una ciudad justa, democrática, igualitaria y sustentable. A partir de una descripción analítica procesual el presente texto reconstruye el trayecto que va de la recuperación del derecho a la ciudad por organizaciones y movimientos sociales en 2007 a su inclusión en la primera Constitución de la entidad en el 2017. El valor histórico del proceso hace necesario este texto que se basó en una etnografía realizada por el autor, complementada con una investigación documental.

Almost 6 years after the inclusion of the right to the city in the Constitution of Mexico City, it continues to be a debt for the inhabitants of the city who hoped that this legal instrument would be placed on the side of the popular sectors to promote the exercise of rights and the construction of a democratic citizenship, achieving greater equality and social justice. Similarly, almost 12 years after the signing of the Mexico City Charter for the Right to the City, it continues to be valid as an incentive instrument for collective action; for the knowledge and exercise of rights; and for the construction of a fair, democratic, just and sustainable city. Based on an analytical description, this text reconstructs the path that goes from the recovery of the right to the city by organizations and social movements in 2007 to its inclusion in the first Constitution of the entity in 2017. The historical value of the process makes it necessary this text that was based on an ethnography carried out by the author, complemented with documentary research.
