| dc.description | Entre la salida de la cuenca del río Armería y la laguna de Cuyutlán, en el estado de Colima; en una zona relativamente pequeña de 59 km2, existen dos sistemas hidro-socioeconómicos-ambientales, interconectados entre sí por su fuente hídrica principal, el Río Armería. Con el paso del tiempo, los procesos antropogénicos, han afectado el equilibrio natural del recurso hídrico, aprovechándolo aguas arriba de la propia cuenca. De aquí; parte la necesidad de preservar su cantidad y calidad, para su aprovechamiento y disponibilidad sustentable, a través del conocimiento de los orígenes de las externalidades que afectan a los sistemas, llegando así a una línea base, que sirve de punto de partida para formular una propuesta de plan de manejo de agua con una visión holística entre los sistemas, con el objetivo de maximizar la calidad de vida, de manera equitativa en beneficio de sus usuarios incluyendo al medio ambiente, involucrando en el proceso a los factores sociales e institucionales. La propuesta presentada, resultado del análisis de la línea base, está enfocada a la creación de un comité, que ayude a coordinar, realizar y evaluar las acciones ya planeadas por los tres niveles de gobierno, así como buscar apoyos de colaboración institucional. _______________ PROPOSED MANAGEMENT PLAN FOR WATER IN THE AREA BETWEEN THE OUTPUT OF THE WATERSHED OF THE RIVER ARMERÍA AND CUYUTLÁN LAGOON IN THE MUNICIPALITY OF ARMERÍA, COLIMA. ABSTRACT: Between the output of the watershed of the river Armería and the Cuyutlán lagoon, in the state of Colima, México; in a small area of 59 km2, there are two systems hidro-socio-environmental, interconnected by its main water source, the River Armería. With the passage of time, the process anthropogenic, have affected the natural balance of the water resource, exploitation upstream the watershed itself. Here part of the need to preserve its quality and quantity, for its sustainable exploitation and availability, through the knowledge of the origins of the externalities affecting systems, thus reaching a base line, which serves as a starting point to develop a management plan for water with a holistic vision between the systems, with the objective to maximize the quality of life, in an equitable manner for the benefit of its users, including the environment, involving in the process to the social and institutional factors. The proposed, resulting from the base line analysis, is focused on the creation of a committee to help coordinate, implement and evaluate the measures already planned by the three levels of government, as well as seeking support institutional collaboration. | |
