| dc.description | The aim of this text was to identify and analyze the role of The Africa Water Vision for 2025 (AWV2025) regarding access to water for human consumption in Mali. Key actors who promoted the creation of the Vision were interviewed in the African Union headquarters in Ethiopia and questionnaires were applied in twolocalities in Bamako, the capital of Mali. The results showed that although AWV2025 is a document referred to in political messages and discourse , it fails to reflect the reality of Mali, since the situation of access to drinking water in the areas studied is dismal. The author concludes that the representative associations of local government lack clarity regarding the objectives of water programs and in some cases the requirements of water law, which highlights the enormous lack of coordination of those responsible for performing public functions related to water management. | en-US |
| dc.description | El objetivo del artículo es identificar y analizar el papel de la Visión Africana del Agua 2025 (VAA2025) en torno al acceso al agua para consumo humano en Mali, África. Se realizaron entrevistas a los actores clave que impulsaron la creación de la Visión en la sede de la Unión Africana ubicada en Etiopía, y se aplicaron cuestionarios en dos localidades ubicadas en Bamako, capital de Mali. Los resultados muestran que si bien la VAA2025 es un documento al que se hace referencia en los mensajes y discursos políticos, éste no refleja la realidad maliense, toda vez que el acceso al agua potable en las zonas estudiadas es deplorable. Se concluye que las entidades representativas del gobierno local no tienen claridad sobre los objetivos perseguidos por los programas en materia hídrica y, en algunos casos, sobre los requisitos exigidos por el ordenamiento jurídico hídrico, lo que evidencia la existencia de una gran desarticulación de los encargados para cumplir la función pública relativa a la gestión del agua. | es-ES |
