This work seeks to identify the factors that impede the development of a formal nuclear plan in Peru. The study analyzes the sociocultural dimension (associated with the perception of risk and the degree of misinformation about nuclear energy) and the sociopolitical dimension (linked to the institutional quality and suitable regulatory frameworks for the development of the program) of this reluctance. In the same way, it seeks to define the degree of contribution to the national development and security of the nuclear plan.Este trabajo busca identificar los factores que impiden el desarrollo de un plan nuclear formal en el Perú. El estudio analiza la dimensión sociocultural (asociada a la percepción del riesgo y el grado de desinformación sobre la energía nuclear) y sociopolítica (vinculada a la calidad institucional y marcos regulatorios idóneos para el desarrollo del programa) de esta reticencia. Del mismo modo, se busca definir el grado de contribución al desarrollo y seguridad nacionales del plan nuclear.
