Transformações na paisagem da Lagoinha, sob a ótica grandes projetos urbanos

This article aims to analyze the situation of Lagoinha in the face of large urban projects, its remoteness x proximity to the city center, its genesis, golden age and decay, lack of public policies and heritage for the neighborhood. Faced with the perspective of OUC ACLO and the imminent approval of the new master plan. The neighborhood underwent numerous urban transformations that placed it in a position of isolation from the city. A series of road works were carried out in the neighborhood, such as the implementation of the Lagoinha-Concórdia Tunnel, which began in 1948 and was completed in 1971; the construction of the Bus Terminal in the 1970s; the beginning of implementation of the Complexo Viário da Lagoinha in the 1980s and the metropolitan train in 1986. Such urban interventions worked as a barrier, a curtain between the neighborhood and the Center and influenced the economic devaluation of the region and resulted in numerous expropriations. The opening of Avenidas Pedro II and Antônio Carlos, the construction of the elevated roads, the proximity to the railway line, Ribeirão Arrudas and Avenida do Contorno were decisive factors in accentuating this isolation. (FREIRE, 2009) The sensation is dichotomous of proximity and distance. Close to the center, but at the same time, distant due to the difficulty of access. The consortium urban operation is one of the instruments that has been used frequently in urban planning, which would enable the urban renewal process of specific areas through the flexibility of urban parameters. In Brazil, the adoption of public-private partnerships has been recurrent. However, such a strategy has resulted in drastic changes in the urban space of cities, and has often resulted in a burden for the local population, since investments are directed towards areas of interest to the market to the detriment of improving areas lacking urban infrastructure. (BERNARDES, 2016) With the OUC ACLO proposal and the proposal for the new Belo Horizonte Master Plan - 2018, the Basic Use Coefficient limited to 1 is established in the areas that will be affected by the operation. the possibility of using instruments for the Onerous Grant of the Right to Build (ODC) and the sale of CEPACs, that is, the sale of real estate titles equivalent to the value of the surplus buildable stock defined in the urban plan. The urban renewal of Bairro Lagoinha and adjacent areas by OUC may result in the gentrification of the area. The consequences of real estate pressure and the interest in transforming the neighborhood into a cultural corridor can be serious for the resident population. (BERNARDES, 2016). Faced with this historical process of ruptures in the neighborhood, the article aims to analyze the problem contained in this intense process of urban transformation and its consequences. Currently with the scenario of the Antônio Carlos/Pedro I - East-West Consortium Urban Operation and the New Master Plan.
