This paper is part of a study on community libraries which aim to provide reading access. It aims to understand the main internal and external obstacles experienced in these libraries for its maintenance and continuity, as well as its possibilities and perspectives. Leaned on theoretical background, mainly from sociology of reading and science information background, within a qualitative field research in six community libraries. The analysis indicates that despite the obstacles, especially financial, these libraries have become a form of alternative management on the shortcomings of reading public policies
