Cooperação técnica internacional como forma de difusão de políticas públicas : um estudo de caso entre Brasil e Cabo Verde

The aim of this study was to analyze the Brazilian technical cooperation on public policy agenda of the Government of Cape Verde. The aim was to understand how international technical cooperation could be understood as a form of public policy diffusion. The
hypothesis is that the interdependence leads states to seek, increasingly, solutions beyond their orders to their internal problems. Thus, their domestic policies suffer international contagion.The theme puts debate on the analysis of public policies designed not only as a result of internal events, but also of what is produced overseas. Thus, it is interesting to think about the process of diffusion of public policies. It is this initiative that the case study, Brazil-Cape Verde. These countries have established close relationship, a strategy that allows Cape Verde replicate some successful programs of Brazilian public policies to be appropriate to the country in areas with deficiencies. Among them were analyzed who received greater attention from Brazilian technical cooperation and internal relative success, such as: “Minha Casa Minha Vida”, “Banco de Leite Humano”, “Escola de Todos” and ‘Formação Técnica e Profissional”. This thematic focus is aimed at understanding the diffusion of Brazilian technical cooperation in Cape Verde. Thus, a qualitative methodology was equated with reinforcement of quantitative information regarding the theme, elaborating the interview directed to key ministries on the issues of both countries. Thereby we observed that the Minha Casa Minha Vida, developed by Ministry of Cities, Caixa ECONÔMICA Federal and the Brazilian Cooperation Agency, in partnership with the Ministry of Education of Cape Verde,
allowed improvements in housing conditions in country. Similarly, the results in the area of special education between the Ministries of education of both countries indicate the creation of a social inclusion policy. In addition, the partnership between FIOCRUZ and Ministry of Health of Cape Verde with the creation of a Banco de Leite Humano has reduced the number of infant mortality in the country. Also, obtained excellent results in training, allowing better integration into the labor market.
