This paper presents an analysis of the problem of student dropout in higher education through the Generation E Program at the University of Cundinamarca, Fusagasugá campus. The university dropout that has been occurring in the country is due to individual, socioeconomic, financial and academic and institutional support factors where the student is disassociated from the educational system. The objective is to carry out an analysis of the strategies for strengthening the permanence of students in higher education through the Program; the methodology of the Ex ante Evaluation is used for the study of the relevance, effectiveness, efficiency and impact of the project, a theoretical review of the determining factors of desertion and the evolution that the subject of permanence and graduation in Colombia; solution alternatives are defined and as a result the most beneficial for the community are chosen. The identification of the phenomena associated with desertion opened the way to the discussion of the design of retention programs. The study by the Ministry of Education (2009) recommends that such programs focus on those variables that can be directly intervened by the institution and are identified as strong determinants of the risk of dropout or increased graduation.
