Resumen
This research work refers to the development of a technical, operative and economic-financial feasibility study for the implementation of VTRC (Vehicle Technical Review Center) in Chambo canton, through the analysis of the current situation and the problems of the VTR (Vehicle Technical Review) process. With respect to the instruments, the observation sheet was used to determine the functional status of the VTR process, classification of the vehicle fleet and the evaluation of parameters through the visual and mechatronic technical inspection as stipulated by the country's current regulations. With the help of the interview, it was possible to gather information about the budget, infrastructure, equipment, tools, services and collaborators required by a VTRC. Once the results were obtained, it became evident that the Municipal Technical Unit of Land Transportation, Transit and Road Safety of the GAD of Chambo canton does not comply with the 9 parameters corresponding to the mechatronic technical inspection due to a shortage of mechatronic, electronic and electromechanical equipment; In addition, it does not have the trained personnel and adequate infrastructure to carry out the vehicle registration and technical inspection process. Through NPV, IRR and Benefit-Cost Ratio financial indicators, it was established that the optimal management model for the implementation of the VTRC is the concession model. It is recommended that the GAD of Chambo canton create the infrastructure, inspection lines and incorporate trained personnel to carry out vehicle inspections, guaranteeing the safety of drivers and other users that circulate throughout the national road network.
