Resumen
The objective of this research work was to design a tourism mangement model for creating a Destination Management Organization for the Gobierno Autónomo Descentralizado of Chimborazo province. For this purpose, it was carried out an análisis of the current situation of the tourism superstructure using descrptive, analytical, and field methods at an exploratory level, such as bibliographic reviews and interviews, to identify the profile of the organizations that are part of the tourism superstructure. Subsequently, it was structured the tourism management model, for which analytical methods were applied to define the philosophical framework with its respective misión, visión, values, and principales and the organizational structure of the Destination Management Organization Chimborazo to determine the contents that fit the reality of the case, according to the Guidelines of the World Tourism Organization for strengtening Destination Management Organizations. Finally, base don Kelsen’s pyramid, the recitals, and Powers to issue the regulation were established, and the articles, general, transitory, derogatory, and final provisions of the proposed ordinance were established in a participatory manner. It was identified 37 organizations as part of the tourism superstructure in Chimborazo province. The Destination Management Organization is structured as the principal entity in the coordination, articulation, and follow-up of policies, plans, programs, and projects developed by the sectors of the tourism superstructure: public, private, community, and civil society. It is concluded with the proposal o fan ordinance for the creation of the Organization. It was concluded that an ordinance is a valuable tool for the tourism superstructure. Finally, it is recommended that the Organization”s tourism management model be legalized, and it is constantly innovating base don the challenges that the territory is facing.
