In this paper I propose to clarify the nature, function and political or philosophical value of the pars valentior. I will try to show: 1) that its function within the civitas is not identical or similar to that of universitas civium; 2) that, being a body whose role is active in the legislative process, its task cannot be considered as purely consultative.En este artículo propongo clarificar la naturaleza, función y valor político o filosófico de la pars valentior. Trataré de mostrar: 1) que su función en la civitas  no es idéntica o similar a la de la universitas civium; 2) que, siendo un cuerpo cuyo papel es activo en el proceso legislativo, su tarea no puede ser considerada como puramente consultiva.
