“Gestión Comunitaria Participativa en la Gestión de Riesgos de Desastres del GAD Municipal de Guayaquil"

Abstract

Esta investigación coteja las teorías, metodologías y herramientas hasta ahora desarrolladas por el Municipio, examinando los resultados alcanzados y el alineamiento operativo, en el ámbito de la planificación municipal del Guayaquil.Tiene un propósito, reflexionar sobre gestión de riesgos de desastres, (GRD) del Sistema Nacional Descentralizado, valorando la participación de actores de la sociedad civil y las comunidades vulnerables.El Objetivo general de la investigación es el analizar la vulnerabilidad institucional y comunitaria ya que sin la participación de la comunidad es difícil operarativizar la gestión de riesgos de desastres en el territorio y más en un espacio complejo como el Municipio de Guayaquil.Describimos la lectura institucional de la Vulnerabilidad, principalmente la social, la construcción de capacidades institucionales y comunitarias, investigando como se desarrolla la Participación, las relaciones y mediaciones entre el Municipio y la Comunidad.Exponemos los resultados de los talleres con los miembros de los Comités Comunitarios de Gestión de Riesgos, las brigadas de primera respuesta comunitaria y los Gestores de las Direcciones Municipales. Dichos resultados son significativos para las partes, el gobierno local y la ciudadanía.Se ha dedicado atención especial a los indicadores del Plan de Acción de Guayaquil para la Reducción de Riesgos de Desastres, guía necesaria y obligatoria para los sectores públicos y privados en las acciones concretas para generar una eficiente gestión de riesgos que facilite la calificación de Guayaquil como ciudad sostenible y Resiliente. In recent years, many states and local governments have dedicated themselves to Disaster Risk Reduction (DRR). A proposal that includes the protection of vulnerable populations, one of the particular forms of this, is the strengthening of institutional capacities, focusing on improving resistance to the risks of disasters and climate change. In this context, the Municipality of Guayaquil assumed the theme of Risk Management approximately five years ago, the aforementioned, includes the legal framework of its competence granted by the 2008 Constitution and COOTAD (2010) legal factor that allows it to align itself The International Strategy for Disaster Risk Management, added to Guayaquil's classification as Resilient and Sustainable City, a process started in 2018. This research compares the theories, methodologies and tools developed so far by the Municipality, examining the results achieved and the operational alignment, in the area of municipal planning in Guayaquil. Its purpose is to reflect on disaster risk management (DRM) of the National Decentralized System, valuing the participation of actors from civil society and vulnerable communities. The general objective of the research is the analysis of institutional and community difficulties that without the participation of the community it is difficult to operationalize disaster risk management in the territory and more in a complex space such as the Municipality of Guayaquil. We describe the institutional reading of vulnerability, mainly the social one, the construction of institutional and community capacities, the investigation of how participation, relations and mediations between the municipality and the community develop. We present the results of the workshops with the members of the Community Risk Management Committees, the community first response brigades and the Managers of the Municipal Directorates. These results are significant for the parties, the local government and citizens. Special attention has been devoted to the indicators of the Guayaquil Action Plan for Disaster Risk Reduction, a necessary and mandatory guide for the public and private sectors in concrete actions to generate efficient risk management that facilitates Guayaquil's classification as Resilient and sustainable city.
