El impacto del impuesto a la salida de divisas sobre la importación de bienes de capital

Resumen
Con el objetivo de recaudar ingresos público, la política tributaria establece
instrumentos como los tributos, mismos que son administrados por el Servicio
de Rentas Internas; (SRI)
Tal es el caso del ISD (Impuesto a la Salida de Divisas), que se creó como
herramienta para controlar el flujo de divisas desde el Ecuador hacia el exterior.
El pago de este impuesto por las importaciones de bienes de capital, se lo
considera como crédito tributario, siempre y cuando sean destinados para la
producción. Pero para las empresas que importan cierta clase de bienes de
capital, como por ejemplo las excavadoras, el pago de este impuesto forma parte
de la liquidación de importación, sin derecho a crédito tributario, incrementando
aún más su costo.
Este trabajo se justifica, debido que el pago de este impuesto representa el 3%,
de los costos de importación para las maquinarias y equipos destinados a la
producción y construcción por lo que a partir de la implementación de este
impuesto las importaciones han disminuido en un alto porcentaje, según
información proporcionada por el Banco Central del Ecuador (BCE), aunque el
SRI muestra un leve crecimiento en la recaudación de este impuesto.
El objetivo del presente trabajo de investigación, es recopilar información
financiera, datos estadísticos que se encuentren disponibles en la pagina web del
Banco Central del Ecuador, SRI y otros con respecto al tema de importaciones y
el pago del ISD, con la finalidad de que las empresas que importen estos bienes,
que no son suntuosos sino más bien de mucha importancia para el desarrollo del
país y de la inversión privada consideren basándose en los datos recopilados, controles internos que les permitan abaratar costos y buscar alternativas de
negociación para el apalancamiento del pago de este bien. In order to raise public revenue, the tax policy establishes instruments such

the case of ISD (Tax on the Exit of Foreign Currency), which was created as a
tool to control the flow of foreign exchange from Ecuador to abroad. The
payment of this tax by imports of capital goods, is considered as tax credit, as
long as they are destined for production. But for companies that import certain
kinds of capital goods, such as bulldozers, the payment of this tax is part of the
import settlement, with no right to tax credit, increasing their cost even more.
This work is justified, since the payment of this tax represents 3%, of the import
costs for the machinery and equipment destined to the production and
construction, reason why from the implementation of this tax the imports have
decreased in a High percentage, according to information provided by the
Central Bank of Ecuador (ECB), although SRI shows a slight increase in the
collection of this tax. The objective of this research is to collect financial
information, statistical data available on the website of the Central Bank of
Ecuador, SRI and others with respect to the issue of imports and payment of
ISD, in order that the Companies that import these goods, which are not
sumptuous but rather of great importance for the development of the country and
private investment consider based on the data collected, internal controls that
allow them to lower costs and look for negotiation alternatives for the leverage
of the payment Of this good.
