The Proposed Change Aims To Achieve Scholarly Levels Of Excellence In Research Engineering Education And Translational Knowledge the Liaison With Society the Research And Educational Infrastructure And In the Type Of Leadership To Guide These Changes. The Purpose Of Such Excellence is To Create a Distinctive And Productive Innovative And Entrepreneurial Culture Rooted In Knowledge And Creativity And As a Consequence Increase Our National And International Recognition. Although It May Be Farfetched To Anticipate a Goal In Terms Of Ranking Our Goal is To Become As a Consortium the Number One Ranked Group In Engineering In Latin America By 2020 And To Be In the Top 50 List Of Engineering Schools In the World By 2030. As Explained In the Executive Summary the Main Pillars To Achieve This Are: Transforming Engineering Education To Develop a World-class Student-centered Education Which Attracts the Brightest Talent Regardless Of Gender And Socio-economic Background And Provides the Country With a New Generation Of Engineering Graduates Who Have the Knowledge Experience And Entrepreneurial Spirit To Create New Opportunities For Technology-driven Economic Growth. Facing Societal Grand Challenges To Develop a World Class Research Engine Founded In Part On the Competitive Advantages (natural Laboratories) Of This Country And Also On Shared Concerns Of Global Interest In Fields Such As Health Sustainability Information And Engineering In Science. The Goal Will Be To Attract the Brightest Minds And Provide Them With the Tools And Required Interdisciplinary And Innovative Culture To Become Effective Fountains Of Discovery Capable Of Tackling the Most Complex And Difficult Challenges That Our Society is And Will Be Facing In the Years To Come. dc.descriptionThis Proposal is Presented By a Consortium Of the Schools Of Engineering At Universidad Católica de Chile And Universidad Técnica Federico Santa María And Aims To Create An Engine To Help Change Our Economy From One Predominantly Based On Natural Resources To One Based On Knowledge And Innovation Using Scientific And Technological Discovery. To Serve As Such Powerful Engines For Social And Economic Progress In Our Country Our Schools Must Become Global Leaders In Engineering. The Information Available In the Literature That Substantiates This Correlation Between Engineering And Development is Overwhelming (e. G. Atkinson And Ezell 2012). Therefore Having Great Schools Of Engineering Defined Here As Those With Academic Excellence Combined With a Vivid Culture Of Innovation And Entrepreneurship Becomes a Necessary Condition For the Development Of Any Country. The Main Fuel For This Engine is Academic And Professional Talent Facilitated By a Clear And Shared Institutional Vision. Human Interactions (and Networks) In Their Broadest Possible Sense Are Critical To the Success Of This Strategy Which is Based On Standing On the Shoulders Of Giants. Through a Set Of New Projects And the Strengthening Of Others Currently Being Developed In the Two Schools This Strategy Should Trigger a Deep Cultural Change In the Organizations That Will Hopefully Transfer To Other Engineering Schools In Chile. The Proposed Vision To Reach Academic Excellence And International Recognition May Be Physically Conceptualized And Imagined As An Irish (lucky) Clover Of Four Leaves (pillars) Which Are Connected By a Stem (fifth Pillar) That Brings This Clover To a Fertile Soil (our Society). The Leaves And Stem Contain Very Concrete Actions Represented By Projects Which Are Aligned With the Strategic Goal Of Changing Our Internal Culture While Surfing the Scientific And Technological Waves Of Change Faced By Our Society. The Four Leaves Of the Clover Are: Transforming Engineering Education, Facing Societal Grand Challenges, Orchestrating Effective Innovative And Entrepreneurial Networks, Building a World Class Organization Structure And Community, And Constructing Of a New Liaison With Society the Fifth Pillar Or Stem Of This Imaginary Clover Which is the Cord To the Fertile Ground That May Allow Us a Lock-in With Society. Eng2030 Will Enable An Important Acceleration Of Some Of the Changes That Are Already Occurring In the Two Schools Of the Consortium. Some Of the Changes In Earlier Strategies That Were Postponed For Financial Reasons May Now Become a Reality And Several Others That Were Not Evident In Our Initial School Strategies Were Revealed As a Result Of the Work Done During Phase 1 Of This Project. Each Of These Pillars And Projects Has Been Worked On By Teams Of Faculty Members And Professionals During the Preparation Of This Proposal. This Exemplifies An Aspect That Distinguishes This Consortium And That Will Be Important In the Implementation Of These Changes: the Widespread Engagement And Commitment To Not Only Incremental But Radical Change From Across All Constituents Of the Two Engineering Schools Of This Consortium. As Far As We Know This is Statistically Quite Unusual. Indeed Significant Academic Changes Are Already Occurring Within These Institutions And Schools. It is Not a Dream Or a Promise. Change Toward An Innovative And Entrepreneurial Culture Based In Science And Technology Our Principal Change is Highly Supported By Students Professors School Administrators And Top Academic Authorities Of Both Universities. Finally This Proposal Includes Further Developing Existing And Building New Robust National And International Partnerships That Will Result In Substantial Initiatives At Both the Undergraduate And Graduate Levels the Exchange Of Very Talented Students the Attraction Of Larger Research Funds From the Government And Industry the Development Of Double Degrees With Top Schools In the World the Development Of a Sustainable Economy Based On Professional Education Initiatives And the Creation Of New Cross-disciplinary Programs That Will Help Integrate And Expand the Discovery Capacities Of Both Schools. These External Commitments Are Explained In the Very Strong Letters Of Support To the Proposal That Motivate Us And Provides Confidence To the Success Of the Project.
