We established a dialogue about the dynamics of access to the city in a precariously served periphery that experiences urbanization with characteristics that segregate and exclude the poorest. To this end, this article, which is the result of concerns, takes as its method of analysis bibliographic and documentary research under the hypothesis of neglect through the segregation and exile of a specific profile, denoting an apartheid movement that embarrasses the reproduction of the commodity city. and strengthens the role of the moralizing, criminalizing state of poverty by reinforcing the class matrix in the outrageously inferior actions of state leaders in those outraged territories.Estabelecemos um diálogo sobre a dinâmica do acesso à cidade em uma periferia precariamente servida que vivencia a urbanização com características que segregam e excluem aqueles mais pobres. Para tanto, este artigo que é fruto de inquietações profissionais, toma como método de análise, a pesquisa bibliográfica e documental sob a hipótese de negligencia pela via da segregação e exílio de um perfil específico, denotando um movimento de apartheid que embaraça a reprodução da cidade mercadoria e robustece a função do Estado moralizador, criminalizador da pobreza, reforçando a matriz de classe nas ações desmedidamente inferiorizadas dos dirigentes do Estado àqueles territórios ultrajados.
