Resumen
The capacitation and qualification of the civil servant are fundamental for the efficiency,
effectiveness and quality of the services rendered to society. Within the Federal
Education Institutions, from the implementation of the career plan of technicaladministrative positions in education, there is an increase in the number of employees
of this career in UTFPR who have higher education than required by the position. The
University needs to consider this new server profile in its enablement and development
policy in order to optimize the application of their knowledge and skills. For this it is
necessary to know the characteristics of these servers, to know how they see the
university environment with regard to the valuation of people with high education. This
study aims to identify, at UTFPR, the perception of the servers of the career of
Technical-Administrative Education, master's and doctors regarding the institutional
environment for personal and professional development. The research is of an applied
nature, has exploratory and descriptive objectives, with qualiquantitative analysis. The
procedures adopted for data collection were the bibliographic and documentary
research, as well as the application of a questionnaire to the UTFPR educational
administrative technicians participating in the research. The results obtained in the
study showed that the perceptions of the surveyed servers about how much the
institutional environment favors the personal and professional development were
varied, showing neither major nor positive nor negative results. The research also
showed that UTFPR's technical administrative administrators feel prepared and want
to contribute to the Institution, and that the University has implemented a personnel
policy that in some respects is well received in the perceptions of those surveyed, but
that needs to be given more attention to some points whose results recorded in this
study had a percentage of responses indicating perceptions below the satisfactory
level, as these perceptions may evolve positively or negatively depending on the
actions taken by UTFPR.
