The study had as its theme to analyze the evolution and the lag of sewage treatment in the city of Florianopolis in Santa Catarina. The main objective was to analyze the evolution of the implantation and treatment of sewage in the city of Florianopolis-SC, in the environmental sphere in order to prevent damages to the environment and its respective local population. A review of the pertinent legislation, diagnosis of the current sewage treatment model, verification of the procedures for access to the service, verification of compliance with the relevant legal norms and discussion on the legal model currently exercised were carried out. With regard to access to the sewage treatment network, only 64% of the local population are connected to the sewage concessionaire, CASAN, 3% have adequate sewage treatment administered by other companies, with 33% of city with alternative solutions, that does not have any type of control or vigilance of the service, since neither the mechanism or system used for the deposition and treatment of its sewage is known. It is assumed that this indefinite parcel may be using the treated or untreated septic system, and deposition directly into rivers and lakes. Florianopolis increased its population by 84% over 20 years, where 60.24% have access to sewage treatment networks, but only 44.55% of the collected volume receives adequate treatment. To meet the total local population expected by 2030 of 1,303,118 million inhabitants, the sewage treatment system needs to be expanded by approximately 450% in relation to the current situation. As for the access of the service through the concessionaire, the importance of the document that guarantees the ownership of the property is highlighted, proving the urban legality of the situation and ensuring an orderly development of the territory. However, in the access to the service via alternative solution through septic tanks, there was no effective articulation between the public power to assist the population in complying with environmental norms and the provision of waste disposal that can provide environmental damages. Regarding legal compliance, it was verified that the concessionaire carries out monthly monitoring according to the norms of State Decree 14.250 / 1981, resolutions CONAMA 357/2005, 397/2008 and 274/2000, Resolution CERH 001/2008 and State Law 14.675 / 2009. However, environmental licenses expired or expired. Finally, it can be concluded that the sanitary sewage system in the municipality is lagged, presenting little evolution, not taking into account the growing population demand and expected legal regulation of an environmental nature.
