Resumen
This work was central theme is the analysis of the Qualification Plan for Homeless People in the city of São Paulo, taking as a research subject Pop Barra Funda Centre whose network services to care for the homeless in the districts Santa Cecilia and Good Retiro reaches 20 units of various types: welcoming Center, Living Center, Living spaces, Social Integration Center and Productive Republic for adults, Autonomy in focus and specialized service for Social Approach. In this territory are met over two thousand people. The year 2013 was released by the municipal government the Qualification Plan for Population Homeless and Street Pop Committee, with the See the first region to implement the policy, especially in the Pop Centre Barra Funda which was responsible for the first classes exclusive of Initial Training courses and Continuing (FIC) in partnership with SENAI network, eight classes during the year. During this process of implementing a major policy like this, many challenges and potentials were observed, raising and instilling the desire for better understand the process of the views of some beneficiaries and also techniques that carried out the work in the first year of policy, so that became prominent during the process of data collection and analysis some aspects that can contribute to improvements are proposed in PRONATEC Pop Street, summarized the need to carry large joint Intersecretarial in order to minimize the problems of drug addiction, teething , low education, access to public housing, the obstacle of criminal records, affirmative policies to guarantee jobs, among others that hinder considerably step employability for graduates in PRONATEC.
