Resumen
In the late 1980s and early 1990s Solidarity Economy emerged in Brazil, with the support of social movements and municipal administrations. This movement aimed at the inclusion of individuals excluded by capitalist society, making poverty and unemployment no longer a concern for the Brazilian population. The Solidary Economy is present in several Brazilian municipalities as an alternative of income generation and economic and social inclusion. The objective of this research is to present public policies to promote solidarity economy in the city of Ubatuba-SP, making a concrete analysis of this policy. The methodology used will be through the case study with the application of a questionnaire to the representatives of each enterprise studied. The results show that once Law No. 3781 creates the Municipal Solidarity Economy System, the Council and the Solidary Economy Municipal Fund in the city of Ubatuba-SP, there is an effort to promote the dissemination of the enterprises involved in the Solidarity Economy. Even though the city's economy depends on tourism, many families have to think of an extra income to be able to keep their homes in the months of little movement or even make this a way for their families to survive. With this, some enterprises of Solidary Economy come to supply to the residents of Ubatuba-SP the possibility of obtaining a form of survival. As a conclusion, it is possible to verify that in this work, there are Public Policies in the city of Ubatuba, but they still need to advance to make up large areas of our economy. It is also necessary that the municipality with its public managers and Solidary Economy Projects invest directly in the Solidarity Economy and the development of the city, expanding the local economy, together with the generation of work and income to its residents, bringing together environmental development sustainable development and social inclusion.
