Resumen
This research presents a qualitative approach to the issue of housing deficit in the interior of São Paulo with a focus on the city of Itapetininga. It discusses through the explanatory research technique the reasons for the large number of people without homes or in precarious housing and the advances in legislation on the subject, as well as its effective use. It presents the causes and also proposes actions to overcome this problem. It discusses Itapetininga based on the result of a local social interest housing plan, which served as the basis for the approval of a municipal law in 2012, responsible for the planning and management of social interest housing programs. Complemented by bibliographic research that guided the understanding of housing as a basic right to human dignity as described in the Universal Declaration of Human Rights. The surveys pointed to a city that adapted to the most modern laws on the subject, such as approval and revision of its Master Plan, established general guidelines for urban and rural development policies with a focus on regulating the forms of access to housing, including the most and created popular councils for management and oversight. However, it was found that such actions have not become reality and the population knows little of the rights that are guaranteed by law and the goals established by the City Hall itself that have not been achieved. On the other hand, provisions have been found in the laws already established that can be useful to guarantee the right to decent housing without the need to build new houses and expand the urban area over the environment with Social Leasing and Concession of the Right of Use, measures that democratize access to the city, combat real estate speculation and improve the quality of life not only of directly benefited families.
