A voz do povo nas audiências públicas ou o silêncio dos inocentes?: breve abordagem acerca da participação popular nas audiências públicas no Município de Vargem Grande Paulista

Abstract

This work had as its theme the public hearings held in the city of Vargem Grande Paulista, which should be understood a municipality in the Greater São Paulo, mirrors to numerous other municipalities with similar characteristics. However, the intended work is to analyze whether the exercise of citizenship in the city studied is exercised in full, especially in effective participation in public hearings held by the Municipal Public Administration. To get to the results, the methods used were promoted through the exploratory study, and data collection, we used the archival work through the tabulated records, using the Minutes of the Public Hearings and their attendance lists, enabling make certain findings through descriptive study analyzing data. Checking up, so some flaws in this important mechanism delivered as a legacy for effective democratic participation. Allowing know for example if the public hearings, social actors are properly heard, or there is a roundabout way the understanding that silence is consent, taking advantage of Silence of the Lambs?
