Abstract

This work had as its theme the approach on a theme that today, despite being very much in evidence, there is still a lack of knowledge to lay people about how bidding processes in public administration work and how public procurement management is done during this research. describe, present and analyze the way in which Laws 8.666/93 and 10.520/02, which regulate public bids and how it is applied at the municipal level, are inserted. We will present the secretariats involved in the process, the Municipal Secretaries of Finance and Health of the municipality of Itapevi / SP. In the course of the research, we will describe and present in the form of a case study based on reports, routines and protocols implemented in these two secretariats, ranging from planning to formalization of purchase and service requisitions, on how bidding processes are done until formalization administrative contracts. We will present how contracts management and transparency of municipal public acts are done. There will also be suggestions for improvements in the protocols applied, through the steps performed in each location, enabling this analysis to use all the knowledge acquired during the course of specialization. For future research, we believe that deepening the scope of this topic and more complex discussions of concepts, techniques and practices can help to better understand how purchases and services work in public administration, and how a public manager should exercise its activities more effectively. Thus, at the end of the work, the conclusion is that in Itapevi, managers are proposing to improve their indexes, effectively applying the Laws as it should be, using public bids in an efficient and transparent manner, generating a management committed to contribute to the municipality in a form not only mandatory, but rather a necessary management, since the field of Public Administration is very broad and dynamic, and directly affects the life of society and organizations as a whole.
