Poluição visual e sonora no município de Osasco – SP: uma análise substanciada pela Lei Municipal 206/2011

Abstract

This text presents the concepts of environmental, noise and visual pollution, which constitute a study about the municipality of Osasco - SP, with focus on Municipal Complementary Law 206/2011 and its complex implementation phase. This law regulates the municipal posture, ordering the landscape and noise control in the urban environment of the municipality, defining rules and punishments imposed on its citizens in favor of society related to the exercise of local police power. This monograph also presents a collection of complaints received by the most significant communication channel of the municipality, the telephone center 156, which receives, among other complaints, the ones related to noise and visual pollution in the city. Bibliographic researches were carried out, as well as field research through interviews with the fiscal agents who have among its attributions the role of attending said complaints. The purpose of these interviews was to highlight which actions were taken by the City Hall during the implementation period of said law and how the Osasco City Hall, through its Security and Urban Control Secretariat, trained its fiscal agents to act according to the new law. The results indicate that although the Municipal Law 206/2011 was a great improvement compared to the previous legislation in relation to the search for a better life quality to its citizens regarding the fight against noise and visual pollution, this law still needs better regulation concerning fight against noise pollution.
