Resumen
In an increasingly competitive market, full of challenges to new entrepreneurs, both by the growing innovation of products and services, as well as by new consumer habits, we can see the rise of Business Incubators in the development of new ventures. Business Incubators are an excellent tool to enhance the development of new technology-based companies, providing favorable conditions for the achievement of the objectives and goals of entrepreneurs, through the availability of advice specialized in developing enterprises. To assist in the management of these innovation environments, the National Association of Entities Promoting Innovative Enterprises (ANPROTEC), together with the Support Service to Micro and Small Enterprises (SEBRAE) created the Reference Center for New Enterprises (CERNE), whose purpose is to standardize the management procedures of incubators, increasing the quality and quantity of incubated enterprises and considerably reducing their premature failure. Given this reality, and considering the inauguration of the Incubator of Technological Innovations (IUT-CM) of the Federal Technological University of Paraná (UTFPR), Campo Mourão Campus, on September 19, 2019,the main objective of this study will be to develop an Action Plan for the implementation of the CERNE Model, level 1 at IUT-CM. For the development of this work, the methodology of bibliographic and documental research and case study were used, so that it was possible to verify the difficulties encountered by managers of business incubators at UTFPR in obtaining CERNE certification. With the result and data analysis, an Action Plan was developed to guide managers of activities, so that they can obtain CERNE certification, level 1.
