Resumen
The search for the reduction of impacts caused by the occurrence of disastrous events is a known fact for the scientific community for years. On the past decades, the efforts are concentrated on disseminating knowledge to prevent and combat disasters, hoping to create a culture of security and therefore reduce the ambient, social and economic impacts of these events. The present essay analyses the effectiveness of the implantation of the Program “School Brigade: Civil Defense at School” adopted by Parana’s Government. The program analysis focuses on two views: The first refers to the local managers perception of the Program at the schools based on the creation of a security culture and on adding the theme and correlated subjects to the discussion within students and the community; the second one verifies if the proposed emergency signalization is being applied at schools. The research methods were based on case study using two different techniques for obtaining data and data collection. On the investigation stage a survey was given to the managers of the Program at the schools. The analysis was based on the perspective of the income of competences, by so it tries to identify if the training offered by the Government have created a security culture and the awareness of the managers. At the second stage a field study was made to ensure that the emergency signalization was attended by the schools. The dissertation results indicates that the program does not yet accomplishes the purpose of creating a security culture and that the schools are not yet equipped with proper emergency signalization.
