Resumen
The purpose of this study is to evaluate the implementation process Management by Competence in a public organization in the city of Curitiba-PR. The specific objectives are to research the implementation history, identify challenges in implementation and analyze the perception of those involved as to the process and the results obtained following the imposition of this management model. The research methodology is of qualitative nature and was conducted through semi-structured interviews with managers and some employees from three departments of the organization. The Management Skills had its inception in 2011 and is used as a performance evaluation mechanism. The perception of the servers is positive and as a result shows the possibility of feeback and engagement of servers, reducing the resistance, although it is still present. The knowledge of the methodology and the concept as well as the dissemination of the benefits of this strategy to all servers were seen as the greatest difficulties. Another point worth mentioning is the difficulty of changing the culture, especially for older servers. Despite the results, the process is considered very new and needs
improvement.
