The Science, Technology and Innovation Policies (STIP) constitute a strategic instrument for the development of a country. Like any other policy, however, to be effective, interaction with other policies is necessary. One of the ways in which a STIP can be implemented is through the current educational policy. The expansion project of the Federal Network of Vocational and Technological Education since the advent of Law 11892/2008 brought with it the proposal of a new institutionality with the creation of the Federal Institutes of Education, Science and Technology (FIs). Based on the case of Instituto Federal do Paraná, the study sought to identify the bottlenecks and potentialities of professional, technical and technological education for the formation, diffusion and use of science, technology and innovation, taking into account the recent changes in policy for professional education, dating from a decade in the year 2018, in the Innovation Law and the guidelines designed for science, technology and innovation by contemporary policies to that period. The research is justified by two main reasons: the amplitude of the insertion of the FIs in the Brazilian territory before the movement of interiorization that marked the creation of these institutions in the last decade and the importance of the study of the process of implementation and interaction between public policies. The research methodology is based on the case study method, the methodological procedures were exploratory and descriptive, of a qualitative nature. The data collection was done through bibliographic research, documentary research and questionnaire application, performing content analysis. The results allowed to recognize at the conceptual level a maturity in the construction of policies, interaction between policies and formulation of institutional plans. At the empirical level, although it is possible to observe many advances during the period of analysis, however, some bottlenecks emerge (such as financial, administrative and cultural barriers), compromising the performance of the institution's third mission, due to the lack of relationship with its environment, precisely one of the premises for creating IFs. However, the maturation and strengthening of the institutional structure during the period studied, the demonstrated potentialities as well as the policy dialogue with the objectives of the STIP, show a favorable field for a more effective contribution of professional education to the strengthening of the Regional Innovation Systems.
