Resumen
This research aims to conduct a study on public policies of education and how the democratic management and participation are being practiced in schools, following the premises of educational foundations and principles of democratic and participatory management, for public education, according to the Federal Constitution, and support the Law of Guidelines and Bases of National Education. Within the democratic and participatory management, we have to support financial and administrative decisions within the public school system the distribution, use and accountability of the resources received, but nonetheless is necessary participation of the community involved in the process, these agents are created from Councils, these in turn have are the helpers of the governing body of the school, they have a contribution that will assert the autonomy to public schools with regard to financial management. The board should obtain knowledge through appropriate training, so it becomes aware of their goals within the school organization. The development of research if we used a theoretical framework and collection of amounts received from the institution, as well as reading the minutes of the school councils. Even with all legislation and support for authors, it is clear that this research should be enhanced with more emphasis within the social participation of the community.
