This survey aimed to investigate the situation of social assistance policy in the municipalities of the Western Metropolitan Region of São Paulo regarding the care of families and people in vulnerable situations, the structure of municipal service provision and municipal spending between 2013 and 2019. To this end, a review of the literature on social protection was carried out, in addition to documentary research on social assistance policy in Brazil. Finally, the characteristics of social assistance policy in the municipalities of the Western Metropolitan Region of São Paulo were analyzed. The results found showed that there was an increase in the number of extremely poor people in the CadÚnico in most municipalities, as well as in the number of beneficiaries of the Bolsa Família Programme – PBF. On the other hand, in some municipalities there was a reduction in the number of people benefiting from the Benefício da Prestação Continuada – BPC. As for the value of BPC, when compared with the average benefit of the PBF, there is a significant difference in the amount paid, where the individual benefit of BPC remains between five and six times the value of the monthly benefit paid to the family in the case of the Bolsa Familia. It was also verified that all the municipalities meet the rule of minimum number of units for their population size, while some municipalities exceed the limit of referenced families established in the norms, which can hinder the quality of social assistance services provided to the population. As for the transfers from the federal government, was verified the incentive to management of PBF, whose results showed that the volume in some municipalities is representative, reaching R$ 23 million per year for the Capital.
