A lei de responsabilidade fiscal: um incentivo a participação popular

Abstract

This work aims to present the planning history in Brazil, highlighting the developmental and economic plans drawn up by governments in the periods 1946 to 2000, the principles and budget rules brought about by the 1988 Constitution, and the LRF in 2000, charging public managers transparency and balance of the accounts, with an emphasis on popular participation. From this, the study proposes a didactic way, simple language, understanding the framework of the plans, for which the company is more effective in the discussion and approval of the pieces of municipal planning. Therefore, we used bibliographic and documentary research, and the use of relevant to the subject legislation. Thus, the study is of importance to gather information and practices to those interested in participating in the public hearings of this type in the search for improvement of municipal planning.
