The picture of the Brazilian municipalities covered by programs of recyclable materials, according to the information published by the Ministry of the Environment in 2012, presents in 8%. Faced with the intensified growth of the waste stream and the need to reuse nonrenewable resources, it is essential to actively reflect and act on public and private actors, and this process has greatly gained the active participation of municipalities. Municipal public management has gained prominence in the fulfillment of State duties, especially after the last Constitution of 1988 has been in force. A study restricted to São José dos Campos, directed to the PEV's (Voluntary Delivery Stations), is proposed. This public service is considered to be very important for citizens, as it encourages citizens to organize themselves to take their discarded items. The structure of the ENPs plays a fundamental role in reverse logistics, supporting the activities of better discards and recycling. The objective of the work is to gather the strategic information about the Voluntary Delivery Stations, observing if the practices of the competent services are in agreement with the Municipal Plan of Integrated Management of Solid Waste. Field surveys were carried out, with an exploratory and descriptive scope, based on semi-structured interviews with employees at the Voluntary Delivery Stations and the application of a quantitative-qualitative questionnaire to the residents of São José dos Campos. It was verified that there is a predisposition of the public power to comply with the determinations of the Municipal Plan, although the project lacks better expansion and institutional disclosure in order to advance more robustly in its results.
