Resumen
The Deliberative Public Administration has relations with Deliberative Democracy and is characterized as an alternative management model capable of responding to the challenges of contemporary complexities. It represents a new paradigm of development and relationship between State and society, since it is based on governing with people and not only for people. In this development model, the effectiveness of decisions depends on collective intelligence, quality rather than quantity, and the incorporation of new knowledge in search of solutions to the complexity of social demands. Thus, the performance of public administration depends on the democratization of public policies and the use of social dialogue. The essence of this form of governance lies in the intersectoral processes of governments, as well as the ability of public servants to build trust and work collaboratively. The main element for the consolidation of collectivity, trust, participation and cooperation is regional development based on democracy. The objective of this research is to analyze the Integration and Knowledge Sharing Program between Municipal Servants of Curitiba and Metropolitan Region as a mechanism for training the public servant in the context of the Deliberative Public Administration for regional development. With a view to integrated regional development, public policy enhancement and based on integrated governance, participatory and democratic management, this Program was developed and developed by a School of Government maintained by the Municipal Institute of Public Administration, a municipality of Curitiba, which during the years 2013-2016 its structuring based on the Deliberative Public Administration. This research is applied in nature, with a qualitative and descriptive approach. Regarding the research technique, bibliographical and documentary research, integrative review and case study were used. The results show that the said Program provided training to municipal public servants in the Deliberative Public Administration logic, privileging dialogue, mediation and trust as fundamental principles for the integration and sharing of knowledge. It also made it possible in its formative processes to work on intersectoriality in the planning and development of public policies, since this is the essential part of the deliberative work.
