Intervención Humanitaria Electoral: El Consejo de Seguridad de la ONU y la superación del conflicto político en Venezuela

El trabajo argumenta la activación de la competencia del Consejo de seguridad de la ONUrevise la situación de emergencia humanitaria compleja en Venezuela, y adopte como medidaprovisional una Intervención Humanitaria Electoral (IHE), que permita dirimir y aliviar losconflictos mediante la celebración de unas elecciones generales, basado en la experiencia deCamboya (1992-1993) y Timor Leste (2001-2002), y así descartar toda posibilidad deviolencia en el conflicto venezolano, alejando igualmente toda posibilidad de intervenciónmilitar, teniendo presente que la continuidad o agravamiento del mismo constituyen unaamenaza a la paz y la seguridad regional y mundial. AbstracThe work argues the activation of the competence of the UN Security Council to review the complex humanitarian emergency situation in Venezuela, and adopt as a provisional measure a Humanitarian Electoral Intervention (IHE), which allows to settle and alleviate conflicts by holding some general elections, based on the experience of Cambodia (1992-1993) and Timor Leste (2001-2002), and thus ruling out any possibility of violence in the Venezuelan conflict, also removing any possibility of military intervention, bearing in mind that the continuity or aggravation they constitute a threat to regional and world peace and security.
