The ltalian system of state control through holding companies is pointed out as an efeetive form of state intervention. Special attention should begiven to the Instituto per la Riconstruzione Industriale - IRI -, one of the most interesting ltalian state holding companies, which justifies the expression "formula-IRI", and qualifies as one of the most famous entrepreneurial states experiences. The aim of the paper is investigate thehistorical conditions in which IRI aroused, with the frail ltalian financing system of the begining of the century. A description of the consolidated model known as ihe "system of state participation" is given, showing thepeculiarities of state intervention through public holdings. The paper concludes with an explanation of the reasons for the crisis in the system in the 70's and its subsequent "reoioal" during the last decade.As "holdings" públicas de gestão estatal italianas são apontadas como um efetivo exemplo de intervenção do Estado na economia. Dentro desse sistema merece especial atenção o Instituto per la Riconstruzione Industriale - IRI -, uma das organizações mais interessantes pela sua complexidade e abrangência, cuja expressão "fórmula-IRI" qualifica um dos exemplos a que mais freqüentemente se recorre quando se discute o papel do Estado como empresário. Neste artigo, investigam-se as condições históricas que levaram ao surgimento do IRI, com destaque para a fragilidade creditícia da economia italiana no começo do século; em seguida, descrevem-se os principais conceitos e organismos do chamado "sistema das participações estatais", definindo os princípios da intervenção estatal através das holdings públicas. Finalizase com os motivos da crise do sistema, suas transformações e o "saneamento" vivenciado já na década de 80.
