Mobilidade estudantil internacional como política educacional: o Programa Ganhe o Mundo Pernambuco e seus desafios

Abstract

A partir do interesse em contribuir com a sistematização de conhecimento, análise e aperfeiçoamento de políticas educacionais, este trabalho investiga o Programa Ganhe o Mundo Pernambuco (PGM) – uma iniciativa do governo do Estado focada na formação dos jovens do ensino médio para o mundo do trabalho por meio do ensino de línguas adicionais e da mobilidade estudantil internacional. Além de trazer uma descrição do programa e como ele vem se desenvolvendo desde seu lançamento nove anos atrás, situando-o no contexto educacional e de ensino de línguas na rede de ensino pública estadual de Pernambuco, este estudo tem como principal objetivo realizar uma análise do PGM, apontando dificuldades e desafios e propondo recomendações que apoiem a Secretaria de Educação e Esportes de Pernambuco no aprimoramento do programa. Para atingir este objetivo adotou-se diferentes métodos para a coleta de dados: a revisão bibliográfica com ênfase no ensino de idiomas e na mobilidade estudantil internacional, a análise documental sobre o programa, entrevistas com a equipe gestora, bem como com futuros intercambistas e egressos do PGM, além da aplicação de um questionário online com egressos. De forma geral, o programa é reconhecido pelos diferentes atores como uma importante oferta complementar ao ensino público regular – já que é totalmente financiado pelo estado e uma oportunidade única na formação desses jovens do ensino médio no âmbito pessoal, acadêmico e profissional. Por outro lado, faz-se necessário um esforço para fazer frente aos desafios levantados ao longo da análise, entre os principais, uma definição mais clara de objetivos do programa e na sequência de indicadores para monitoramento e avaliação do PGM; a sistematização dos dados com vista a transformá-los em informações que apoiem a tomada de decisão para o aprimoramento do programa; a articulação com outras iniciativas de ensino de línguas adicionais da própria rede estadual de ensino, bem como uma busca por maior diversidade e equidade no programa.

In light of the interest in contributing towards systematizing knowledge, analysing and improving educational policies, this paper examines the Programa Ganhe o Mundo Pernambuco (PGM) (Win the World programme) - an initiative from the state government focused on preparing high school students for the world of work via learning of additional languages and international student mobility. Aside from encompassing a description of the programme and how it has been evolving since its launch nine years ago, providing the educational context and of language teaching in the public state school system of Pernambuco, this study has as its main objective to analyse the PGM, pinpointing difficulties and challenges and making recommendations to support the Education and Sports State Secretariat of Pernambuco in enhancing the programme. To reach this objective, different methods of data collection were adopted, namely literature review focused on language teaching and international student mobility, document analysis of the programme, interviews with the programme management team and with PGM future exchange students and alumni, as well as conducting an online alumni survey. Overall, the programme is recognized by different stakeholders as an important complementary offer to the regular public school one - since it is fully financed by the state and a unique opportunity of development for these young high school students in their personal, academic and professional realms. On the other hand, an effort is required to face the challenges raised throughout the analysis, among the main ones, clearly defining the programme´s objectives followed by setting indicators to monitor and evaluate the PGM; systematizing data and converting it into information that supports decision making to enhance the programme; linking with other additional language teaching initiatives from the state school network, as well as working towards increasing diversity and equity in the programme.
