O processo legislativo digital na Câmara Municipal de São Paulo e a pandemia de Coronavirus

Abstract

O presente artigo tem o intuito de analisar o processo de Digital Transformation, especificamente a adoção do processo legislativo digital, na Câmara Municipal de São Paulo à luz da pandemia de coronavírus, na tentativa de contribuir para o melhor entendimento do impacto da pandemia em processos de trabalho no setor público, em particular no processo legislativo. Para isso, utilizamos a literatura sobre o tema em epígrafe e ferramentas da ciência política, analisando os acontecimentos por meio das lentes dos modelos propostos por Pierson e Kingdon.

This article analyses the process of Digital Transformation, specifically the adoption of the digital legislative process, in the São Paulo City Council amidst the Coronavirus pandemic, hoping to contribute to a better understanding of the impact of the pandemic in work routines at the Brazilian public sector, specially the legislative process. To that end, the literature about this subject and tools from political science are utilized, analyzing the events through the lenses of the models proposed by Pierson and Kingdon.
