Between 1880 and 1930 the country did not have a state power with sufficient economic capacity to promote the development of infrastructure works in the various regions, before which some private initiatives arose that made up for this deficiency. This was the case of the engineer Louis L. Bogaert, who built an irrigation canal, seven kilometers long, in the small community of Mao for the planting of rice and other crops, from which a powerful agricultural estate was established. Which became the main source of employment in the entire Northwest Region, in addition to serving as an incentive for its inhabitants to emulate it by building a second canal and assimilating the techniques of mo- dern agriculture.Entre 1880 y 1930 el país no contaba con un poder estatal con la suficiente capacidad económica de impulsar el desarrollo de obras de infraestructura en las diversas regiones, ante lo cual surgieron algunas iniciativas privadas que suplieron dicha falencia. Este fue el caso del ingeniero Louis L. Bogaert, quien construyó un canal de riego de siete kilómetros de extensión, en la pequeña comunidad de Mao, para la siembra de arroz y otros rubros, a partir del cual se constituyó una poderosa hacienda agrícola que se convirtió en la principal fuente de empleo de toda la Región Noroeste, los que sirvió de acicate para que sus pobladores lo emularan construyendo un segundo canal, además de asimilar las técnicas de la agricultura moderna que el monsieur Bogaert había aplicado en sus plantaciones.
