This investigation analyzes the influence of the tax-labor reform on the development of micro and small enterprises (MYPE) in the department of Lambayeque, in a cross-sectional period from 2008 to 2019, for which it applies a methodology based on a quantitative-correlational approach and uses techniques such as surveys and interviews with specialists according to the variables, dimensions and indicators of the investigation. It also determines the degree of association of the variables investigated by means of the Spearman correlation coefficient. The results show that there is a weak positive correlation in the sample of the formal segment of MYPE and a negative correlation in the sample of the informal segment (representing 77% of the total sample surveyed), which means that tax and labor reforms do not have a significant influence on the development of MYPE in the department of Lambayeque, thus rejecting the alternative hypothesis of the research. Finally, it proposes the implementation of regulatory (normative) and operational strategies as part of the chapter corresponding to the proposal of this investigation.
