The protruding speed reducers are fixed devices, that are used on the tracks in order to reduce the speed of vehicles, according to Jorge M. Rodríguez, et al, also trying to lower the rate of vehicular accidents, over of people when crossing the road, thus achieving a normal circulation both vehicular and pedestrian and as a result a fluidity in transit. Cruise type speed reducers are placed in places where vehicles normally circulate at high speeds in violation of the values established in the traffic law, they are usually placed in urban areas where the speed limit is 50 km / h. of having a clear signaling so that the driver can identify the approach to these devices and avoid accidents. In this investigation, the trapezoidal type speed reducer was analyzed, which hinders the free circulation of vehicles, it is located at the intersection of the av. Rocafuerte and Colón in the city of Pasaje, place where a lot of vehicles and people pass as it is one of the main roads that the city has, which is why there must be a fluid traffic. As a general objective of the research carried out, it was planned to analyze the trapezoidal type speed reducer, by means of the current specifications and regulations of the Ministry of Transport and Public Works MTOP with the purpose of verifying compliance with said specifications, at the intersection of the av. Rocafuerte and Colón in the city of Pasaje. For which purpose it was proposed as specific objectives, to review bibliographies, texts, scientific journals on the problem to be studied, with the help of field visits to the place to gather information, followed by tabulation, analysis of the data obtained in the visit of field through computer and analytical programs; in addition to establishing a solution to the problem described above. The methodology used was the field visits, which consisted of making trips through the city of Passage to verify the existing speed reductors in the city, assisted by surveys carried out by pedestrians and drivers who travel through these devices, in this way have a clear idea, which of these is the one that causes major inconveniences in vehicular traffic. Once the field visits were made, identification of the problem was continued where it was identified that the device located on Av. Rocafuerte y Colón is the one that causes the greatest traffic problems, both vehicular and pedestrian; this speed reducer in analysis has a geometric design; long 9.50 m., Width 3.00 m, Height: 0.18 m. and a Length of the Ramp 2.00 m. Once the problem was identified, velocity gauging was performed, with which the results obtained were the values of the maximum speed that was 36 km / h and a minimum speed of 14 km / h of the vehicles passing through the sector; in addition to obtaining other very important data for the analysis the Average: 22,689 km / h.; Fashion: 22.6415 km / h.; the Mediana 22,140 km / h; the Variance 29,213 km / h. and the Standard Deviation: 5,405 km / h. As for the study carried out on the status index of vertical signaling, the existence of more restrictive signs was evidenced, which are in good condition since it is a recently regenerated avenue and in relation to what it has to do with horizontal signaling it was found that this did not exist; therefore, once the respective calculation was made it was evident that the state of the signaling is excellent (3). As a solution to the problems presented in this research it was possible to determine that the most viable is the elimination of said reducer, since this design is 18cm high with respect to the roadway, while in the MTOP regulations the maximum height has to be 10cm; with which you will obtain a better fluidity in the transit since in the indicated place there exist devices as they are it the traffic lights.
