Different urban traffic control strategies over the years have been presented, this research is important since it is based on the control of traffic congestion and thus benefit drivers, ensure the quality of life of people as well as the environment. According to the author Luis Fernando Pedraza et al. One of the vehicle control strategies are speed reducers, which its main function is to dissipate the speed of the vehicles that transit in a determined avenue, in which the speed of circulation exceeds 50 km / hour, these speed reducers are commonly placed in areas near institutions of high pedestrian flow, such as: schools, institutions where users come to perform different types of legal procedures. These speed reducers are a necessary evil that serves to safeguard the safety of drivers and pedestrians, However, in certain cases, in certain cases, these speed reducers are not built according to the standards provided by the pertinent control bodies. In the urban areas of the cities it is normal to find these speed reducers, They are usually of parabolic section also known as: ass loin, donkeys lying, police lying down, spring break, etc. The erroneous geometric designs of speed reducers, they have been the cause of problems in the flow of vehicular traffic, resulting in problems of congestion, generation of noise, excessive pollution. Through this investigation, studies were conducted such as: vehicle traffic counting, gauges that serve to determine the speed with which vehicles circulate on the road, speed gauges with which the vehicle receives the existing speed reducer in the study area, counting of vehicles parked in double column, topographic survey with tape, studies of vertical and horizontal signaling and counting of vehicles that transit in the avenue in the course of one hour. Based on these studies, the respective results were obtained which, in comparison with the information obtained in the field, are similar, which demonstrates the correct preparation of the road studies, with the information obtained, the behavior of the vehicles was determined when the avenue traveled, with these results of the studies it was concluded that the parabolic section type speed reducer is the cause of interruption problems with the normal flow of traffic. Once confirmed the cause of the presented problem, based on the studies carried out in this investigation, it was possible to adopt a solution measure, which consists in replacing the parabolic section type speed reducer, which is located on Av. Gral. Manuel Serrano and Ayacucho of the city of Machala, it will be replaced by a portable shoulder type speed reducer, made of rubber material resistant to high traffic. This portable speed reducer, one of its characteristics is its weight, which is very light, this allows it to be easy to install, denoting that the geometry of this type of reducer is adequate, ensuring that it will not be the cause of discomfort, benefiting the drivers and pedestrians who travel along this busy avenue.
