Resumen
The main objective of this study is to design a model that measures the level of maturity of the
entrepreneurship and innovation ecosystem (EEI) in higher Education Institutions (IES) in Ecuador.
For this purpose, a model has been established to determine maturity that unites multiple factors in
three domains individually and respectively: environment, resources and processes. By means of
which it has been possible to develop key performance indicators (KPI) to evaluate the maturity of
the EEI and to know the reality of each participating IES. The proposed model allows the key actors
of the ecosystem; managers and administrators provide their criteria on the current situation in which
they develop and measure the degree of maturity on a scale of three levels: Emerging (M1), Growing
(M2) and Sustainable (M3) each divided into two sub-levels low and moderate. Once the level of
maturity of each ecosystem was defined, it was possible to demonstrate that globally the universities
are part of the low growing level with their respective differences based on the established factors,
which makes it easier to know the gaps to improve and promote opportunities, in each institution and
thus promote an adequate environment for the creation of scientific-technologically based enterprises,
also offering a systematic vision that encourages the consolidation of the literature on the evaluation
of entrepreneurship and innovation ecosystems and suggest possible ways of future research
