In Ecuador, citizen participation gains strength in the territorial
ordering processes from the development of the new Constitution
of the Republic of Ecuador in Montecristi, 2008, which together
with the Organic Code of Territorial Organization, Autonomy and
Decentralization (COOTAD) and the Organic Code of Planning
and Public Finance (COPFP), both in 2010, delegate the
competence of the development of Plans (PDOT) to the
Decentralized Autonomous Governments (GAD) of the country,
at all levels of Government, that is, provincial, cantonal and
parochial, considering citizen participation in its development.
However, participation in Ecuador is informative, but it does not
promote active participation in all land use planning processes. In
this context, the document presents strategies that seek to
further involve citizens in decision-making in their territory, as a
case study in the city of Cuenca, making use of Information and
Communication Technologies (ICT), through the incorporation of
Public Participation Geographic Information Systems (PPGIS).
For this reason, to propose these strategies, questionnaires,
interviews and surveys have been carried out with experts and
non-experts, resulting in three work approaches: include,
promote and disseminate
