Análisis de la aplicación de una política pública local de saneamiento ambiental en la parroquia Cojitambo con la implementación del relleno sanitario Chapte-Toray y durante el período 2010-2013

Abstract

This paper analyzes the application of a local public policy in the parish sanitation implementation Cojitambo with Chapte-Toray landfill during the period 2010-2013 in order to establish the one hand the technical, social, environmental and economic considered in its implementation and on the other hand, the citizen participation process in order to establish to what extent the construction and operation of the landfill impact on improving the living conditions of the population.

In Ecuador, 70 % of the municipalities do not have landfills still persisting inadequate disposal of solid waste that cause severe impacts on the health of both the inhabitants and the environment. Therefore one of the policies of the current government through the Ministry of Environment is advising Autonomous Decentralized Governments to implement technically operated landfills also is for each GAD treatment and solid waste disposal , and there are good examples in cities like Cuenca, Azogues , Loja , Guayaquil , Quito, Ibarra and Esmeraldas. The implementation of a landfill is a policy that tends to be instituted nationwide, it is an alternative that can provide a technical and environmental response to the issue of solid waste production through environmental compensation mechanisms affect the lives of population through the provision of basic services and access to other productive activities such credits in the case of Pichacay
