Resumen
The aim of this degree work is to Design a model of management for the Administration and implementation of the integrated development of the human talent for the Decentralized Autonomous Government of the province of Orellana. It stars with the determination of the organizational structure, mission, vision and institutional values of Decentralized Autonomous Government of the province of Orellana, analysis of endogenous and exogenous factors of the institution is done, the intersection of strategies, as well as of the survey applied to provincial services; the proposed solutions is presented to one of the problems encountered, determining strategies as the definition of the processes required for the proper implementation of the five subsystems of the integrated system of development of the human talent in the provincial government, It generates tools such as arrays of skills and the training plans, coinciding with the current legal regulations and determines to those responsible for each subsystem, allowing the model to be more applicable. It is recommended that the implementation of the model for the management of human talent in the GAD, of the province of Orellana, which includes the implementation of processes that enable them to manage in a contemporary way with effective collaborators and efficient, creating a climate work great with the communication that would allow the feedback of processes and increase institutional productivity.
