Resumen
The objetive of this qualification project was to implement a web and mobile system, to improve
the consumption and callection records by the potable water service in the management Board
Angahuana Alto, located in the parish of Santa Rosa, Ambato Canton, Tungurahua Province;
the institution has approximately 10 staff members, who carry out the different operational and
administrative management processes. The Java technology in conjunction with PostgreSQL
forms an efficient combination for the development of web and mobile applications, making the
use of libraries of the programming language facilitate the massive consumption of data and that
the concurrence is adequate, thus allowing the correct manipulation of the information. To
develop the project was used SCRUM, methodology that allowed to execute the tasks in an
affective way with active participation of the client, that by means of its specifications on the
required functionalities was managed to obtain a product according to the needs of the same;
Test Driven Development (TDD) was applied, implementing unit test in programming tasks and
acceptance test to validate functionalities, thus achieving a quality code, clear and simple,
exempt or with minimum errors; Ensuring that the software meets the requirements by
complying with the necessary. In addition, the process of recording meter readings through the
mobile application was analyzed, determiming that there is a reduction of 49.25% in relation to
the time that they are used to perform the same process manually, thus increasing the productivity
in the institution. The security of the system was also evaluated with the standard ISO IEC 25000,
and it was determined that the system implementing is within the acceptance range, obtaining a
53.33%, in terms of product quality; However, by falling into the minimally acceptable scale, it
is determined that there are flaws.
